How does buying repossesed houses and selling them work?

I’ve seen the ads and I actually going to see if it is not illegal, of course. I refer to the purchase of houses and property repossesed government and pay the tax you owe. After being repaired and sold. How does this work? Thanks!

    In general, buying repossessed homes than they are worth, and then fix them and sell them for what they are worth
